* Select two of the “more common implementation games” (pp. 384 – 385) and explain how this case relates to these two “games”
* According to former Illinois governor Jim Edgar, partnerships are attractive because the private sector has three things government needs: resources, knowledge, and
public support. Use these three factors to analyze why partnerships in Dempsey neighborhood business development do not seem to be working.
* Would "backward mapping" be helpful for Jim in analyzing implementation and performance of his ideas? Explain.
