During Unit VIII, students will submit their final emergency plan. The final emergency plan will consist of three
components: (1) Part I, which identifies the eight potential risk areas; (2) Part II, which identifies the impacted segment(s)
and provides an overview of actions planned for each of the eight potential risk areas; and (3) Part III, which provides
step-by-step actions to implement the plan in each of the eight areas. Students will have already completed and received
feedback from their instructor for Parts I and II in previous units. For this reason, students will only need to make
corrections and incorporate revisions suggested by the instructor in Parts I and II of the final emergency plan.

 

Part III of the final emergency plan must provide detailed descriptions of the actions that must be taken to implement each
component of the plan. This section of the emergency plan should resemble the sample emergency plans that you located in Unit II of the course.

While the level of detail required for each component of the plan may vary, it is anticipated that Part III of the final
emergency plan should be six to eight pages in length. This should result in a final emergency plan (Parts I, II, and III) that
is 14 – 20 pages in length, not counting the cover and reference pages. Please review the general guidelines for papers to obtain a description of other formatting requirements. Your final emergency plan must be formatted and cited per APA guidelines. *********************************

Introduction
Metropolis Florida is among the largest cities in the State of Florida. By this aspect, the city has been a great target for terrorists, groups of terrorists with hopes of causing a huge impact on the United States and the entire international community. In fact, State of Florida is the fourth largest in the United States in terms of population (United States, 2008). As well, it is home to large population of immigrants who are from various parts of the world. Metropolis FL is a great place to visit, live, work, transact business and raise a family. Due to the desirability of the city, it tends to be quite potential and likely area for terrorist targets since they focus on creating destruction in the US (United States, 2013).
The society has various potential assets and due to this, there is the need to develop an emergency plan which would make sure that the city is prepared to prevent any terrorist attack. Additionally, the society needs to allocate relevant assets that would aid in recovering in case of a terrorist event. In fact, Metropolis FL needs to incorporate a hazard identification as well as risk assessment process that would cover the entire community with an aim of understanding the risks as well as estimate the capacity and ability to respond to a terrorist attack (United States & United States, 2017).
This paper will identify four areas where reactionary planning is necessary and four areas where resiliency planning is appropriate, and describe the risks associated with each area.
Reactionary planning
This part of Metropolis City terrorism plan will offer a broader look at core four areas of the reactionary efforts as well as segment of the society that may be impacted. Reactionary plan action may include:
• Developing Interoperability Communication plan
• Developing Comprehensive emergency management plan to cater for “all threats” such as terrorism
• Increasing the level of training on hazardous materials as well as technical rescue initiatives
• Developing community training techniques for the disaster management initiatives

As well, With the use of volunteers that may aid other citizens within the society after a disaster in case of professional responders do not immediately show up to assist the critical component needs to be incorporated in Metropolis FL planning process (JRIC.org, n.d).
Resiliency Planning
Resilience to deal with the array of exceptional and conventional terrorist risks is significant to the manner in which cities are managed, build and designed with an aim to improve community safety. This is the situation mainly in the crowded areas as well as transport system such as light trams or rails which are considered as potential places for terrorist events. In this case, resilience planning efforts relates to the capacity of the city to adapt to the ever-changing conditions and rapidly and withstand the disruption caused by emergency (United States & Jenkins, 2009). As well, it would assist in giving an explanation of the community’s segment susceptible and providing a focus on the proposed strategies with an aim of setting a platform for a detailed action strategy (Connors, nd).
Metropolis City is a home to some of the major theme part within Snappy World, The Metropolis Theater, Gator Golf Resort and Metropolis Arena. These are the main venues that attract a large number of people in search for entertainment, and thus such large venues are the main target for terrorists. This has been evidenced by two bombs in Istanbul soccer stadium which resulted in 26 deaths and 166 casualties (FEMA.gov, 2015). In such a situation, the city of Metropolis and the event planners need to hold the general duty of offering safer environment during the largest venue events that may incorporate measures of preventing potential threats related to violent criminals and terrorist attacks. The nature of these large venue events and facts that they attract nationally views; create terrorist attacks to ensure they get immediate media coverage (United States, 2013).
With such large and special events within the city, the proposal to adopt a city ordinance that may require the city and the event organizer to create special events security plan that needs to be submitted and approved by the State Police Unit as well as the Emergency Management office. The main purpose of the security plan targets addressing the relevant management security strategies and practices for all largely crowded venues to reduce any type of crime such as terrorism (United States, 2013).
Another issue that relates to resilience plan considers beefing up the security in areas closer to Metropolis FL that are vulnerable to crime. The action plan needs to offer recommendations such as increasing security to prevent the public from accessing areas such as dam and develop an emergency plan in case of an attack (United States, 2013). Implementing such strategies would require combined efforts of the security departments as well as the city development department. These groups would aid in creating the capacity to take feasibility study for areas considered prone to crime (United States & United States, 2017).
Conclusion
Through reactionary and resilience planning strategy in Metropolis FL, the city’s governance may offer a better chance of thwarting terrorist attacks and lowering impacts in case of an attack. In fact, reactionary efforts, in this case, are significant for comprehensive planning which may incorporate realistic emergency management plan, professional emergency response teams, and interoperable communications and community emergency response teams. On the other hand, resiliency efforts relate with educating the public, strengthening the increased protection, offering security at large venue events and support of fusion centers. These are measures that may be used in protecting the citizens from any attack. All these efforts are crucial areas part of community efforts and are relevant for Metropolis FL.
