In this paper (6 pages), you will examine the political sources of nonrational policy outcomes. In your paper, make
sure to:
1)Identify a contradiction and paradox in existing policy on your topic
• Public opinion at odds with existing policy. E.g. (Stone, page 4).
• Nonrational voter behavior
• Existing policy does not lead to outcomes the affect the public at large
• Existing policy does not pass the litmus test of costbenefit calculus
2) uncover the Political Reasoning behind existing policy or policy change:
