1. define and analyze the problem, in this case the problem is “the rising cost of higher education in the united states. What is the fact of the problem. where and when does it exist? who or what is affected. how did it develop? what are the major problem?

2. construct policy alternatives, come up with 4-5 policy alternatives to dealing with the problem. So how to deal with the problem and how can reduce the inmate population.

3. develop evaluative criteria, there are several criteria to use to evaluate and have to pick 4 of them to analyze.

4. access the alternative, this process have to think which policy alternatives are better than others. show how it better than others and which one will not work. Is there any evident to support.

5. Draw conclusion, Which policy option is the most desirable given the circumstances and evaluative criteria. Is there any others factor should be considered?
