Reducing the life cycle cost of buildings is one of the key expectations of today’s quantity surveying practice. Therefore, the selection of building components with
an optimal life cycle cost is always encouraged. However, recent disasters such as Grenfell Tower fire in London has reiterated the needto consider and evaluate the
suitability of different external wall systems with a much broader scope. Therefore, life cycle value (LCV), where many factors are to be taken into consideration is
becoming paramount in decision making. With the Government influence on evaluating the cladding systems of existing buildings for fire safety, LJMU aims to assess its
existing estate facilities (with cladding panels) in terms of life cycle value. As an initial step LJMU have considered Redmonds building in Clarence Street,
Liverpool, which wascompleted in September 2012. The life expectancy of Redmonds building was estimated as 60 years,and the University has already set the agenda to
function this building as an educational facility (specialised teaching block). The building has accommodated different types of cladding systems, and a larger area of
the building is covered by Glassfibre Reinforced Concrete Panels (GRP).

Your Task LJMU has commissioned you as a cost advisor. Write a report to your client (LJMU) by addressing the following issues. A)Having engaged in number of meetings
with the design experts, the following cladding options were proposed in terms of their ability to resist fire, durability, texture etc. Apart from those concerns,
life cycle value is given a high priority. Advise your client on the option withoptimum life cycle value. a.
TYPE 1 – (Existing) Glassfibre Reinforced Concrete Panels (GRP)b.
TYPE 2 (Proposed) Polyester Powder coated “Stick” curtain walling flat systems.
TYPE 3 – (Proposed) Polyester Powder coated “Unitised/Panelled”

plans based on NRM3 (Appendix J: Template for elemental cost plans for renewal and maintain works) for the proposed cladding types by demonstrating all the
calculations performed to arrive at the decision. Cost information and the life expectancy of each cladding system can be found from SPON’s price book and the BCIS
online database (Consider all cost in 1Q 2018).It was noted that LJMU have spent £530/m2 for the existing cladding panels (GRP panels – including fixing to the frame)
in 2012. Moreover, it has been estimated that the likely cost of replacement is 10% (per m2); and annual maintenance cost is 3% (per m2) of each cladding cost. Make
logical assumptions where appropriate. B)In the wake of calls for closer scrutiny of selectin of external wall systems, evaluate the factors (economic, social and
environmental) that you will consider when selecting building components that offer best life cycle value.** Please note your report should be limited to 3000 words
(excluding references and appendices),however +/- 10% also acceptable.
