Hello Dr. Langevin and Classmates,
As a human resource manager, I may have handled the issues of outsourcing from the discussion earlier this week by focusing and identifying what programs and activities should and would be outsourced (Coggburn, 2007). I would conduct an audit and investigation on what is going on exactly with outsourcing. According to the National Academy of Public Administration (1997), helps and guides organization on what should be outsourced. Some of the dimensions of outsourcing should include public value, public interest, human resource values, cost effective, how the activity are distinctive, and availability (Coggburn, 2007). Human Resource outsourcing is known to be a solution for public organizations. This shows guidance on what programs and activities should and could be outsourced, but there needs to be a criterion to evaluate what activities could be outsourced (Coggburn, 2007). Human resource managers need to make sure that everything is being overseen and is valued.
In any organization, by outsourcing this can help with cost saving (Bradbury and Waechter, 2009). This can be beneficial because it will get the job done at a lower cost and it will be better quality. Since I work in a nonprofit organization, there are many benefits to outsourcing. Some of the benefits are reducing long-term operating and capital costs, increasing the revenues, enhancing the organizational impact, improve the management effectiveness and flexibility, increase access to skills, technology, and insights, and improve the ability to focus on other important aspects in the organization such as the mission (Karson and Brown, 2012). There are studies that show that more organizations are turning to outsourcing because this allows human resource staff to spend more time on business functions, operational efficiencies, and better measurement and performance by human resources (Nonprofit HR, 2017). There are specific challenges relating to privatization and outsourcing. Some of the challenges with outsourcing is loss of manager control over the operations, threat to confidentiality, the quality may not be up to pare, and hidden costs (Tayauova, 2012). Some of the challenges of privatization is less transparency.
