Does the French government have the right to prohibit women from wearing burkinis on French beaches and at public swimming pools?

In summer 2016, and again in 2017, the French government has had to contend with individual municipalities throughout France imposing bans on the swimwear worn by Muslim women referred to as the burkini. France’s supreme court has overturned these rules, yet cities continue to pass them and take them to court to fight for their imposition. Explain your point of view in a minimum of 900 words and provide supporting examples.
