The paper will deal with an important, contemporary public management issue. Potential topic areas can come from any of the general subjects listed in the syllabus. Examples include, but are not limited to:

The paper should define the management issue, explain the evolution of the current thinking, analyze the effectiveness of the present course of action, and consider the merits and limitations of other alternatives. Feel free to submit another topic outside of these suggestions. Just make sure it has a clear tie to the subject of this course.
