You must be careful not to fall into a position argument (for example, arguing for gun control–it would be fairly easy to simply find yourself providing reasons for why gun control is necessary, and letting that dominate your paper. You want to point out why lack of gun control is a problem, but your focus is on the proposed solutions for combatting that problem).
You will provide the reader with a basic understanding of the problem–its background, and current standing. This will be

You will provide the specific points on how your proposal will solve the problem. These will be informed by research.
You will anticipate objections to your proposed solution. These may be informed by research.
You will provide refutations (arguments that answer the objections). These will be informed by research.
You will explain why your solution is better than alternative solutions. These will be informed by research.
Your research may include facts, statistics, anecdotes, authoritative opinions (expert testimony), and personal experience, if legitimately relevant.
