Mid-Term Examination Essay Question

In January, 2017, Senate Bill No.1069, “Granny Flat Law” became law in the State of California. At a minimum:
a. State your understanding of the law (What is it, what does it allow, what does it not allow or prohibit or what does it change)?
b. What is the purpose of the law or what is the need or “perceived” need for the law?
c. Who are the stakeholders (who are affected and how are they affected) of the new law?
d. Analyze the law using the Strategic Triangle technique.
1- Is it substantively valuable that it will (or has) made or delivered things or services or qualitatively improved lives of constituents in an effective and
efficient manner?
2- Is it legitimate (legally mandated) and politically sustainable?
3- Is it operationally and administratively feasible? In other words, will the policy work, as envisioned?
Make sure that all the elements of the Strategic Triangle are used in your analysis. Very important
